POLICE PROJECT - Implementation

Goal
Implementation
Feedback
For the project, six instruction units per study group (a morning from 8am to 1:30pm) will be made available. The morning is divided into three topic blocks.

Getting acquainted
The project groups and the goals of BASTA will be introduced in this instruction unit. Following which, in interview style (conducted by a psychiatric professional), a sufferer of mental illness and a family member will recount their personal experiences with police. Afterwards, the police will be given the opportunity to pose clarifying questions to the instructor and to respond to the experiences of the interviewees. The police also have the opportunity to describe the events of their everyday duties. Many problems that arise amongst the afflicted, their families and the police can thus be addressed.

This phase of the Project Day should break down inhibitions and create a relaxed atmosphere for discussion.

Experience report
Through this seminar block, the group addresses the positive and negative experiences of the mentally ill and their families have faced during a police intervention. BASTA-Teams compile these reports in written form and make them available as a basis for discussion. The reports originate from members of the BASTA-team as well as from self-help organizations of the afflicted and their families. These subjective portrayals will, according to a work-plan, be discussed by the police in small groups. Positive as well as negative experiences, both from the point of view of the afflicted and his/her family as well as the point of view of the police will be clarified. The small groups develop propositions as to how and why the described situations, at critical points through alternative conduct strategies, could have taken a course that would have been more positive for all involved. Afterwards, the results of the individual groups will be introduced to the entire group and discussed.

Exchange
In the last block, dependent on the level of knowledge and area of interest of the officers, different topics are taken up. We place emphasis on the following points:
- Conduct suggestions for difficult, escalating situations in everyday situations.
- Needs and wishes of the afflicted and their families.
- Background information on mental illnesses.
- Presentation of crisis intervention centers and contact addresses.

Conclusion
Through this interactive collaboration, the possibilities as well as the limits of 'sensitive' conduct in the daily work of the officers is thought through and discussed. The mentally ill and their families were equally delighted by the committed cooperation of the police. The instructors found the project to be an important component in the empowerment process and a treasure for the anti-stigma campaign. It was informative for the colleagues of BASTA to learn about the pressures, difficulties and the legal conduct protocols - such as restraining measures within their daily duties. This includes the obligation to insure personal safety. The decision makers at the Bavarian Officers Technical College - Department of Police - decided, based on the positive feedback, to continue to offer these project days at the Sulzbach-Rosenberg campus as well as in Fuerstenfeldbuck. In 2004 the psychology services of Fuerth and the psychiatry seminar of Fuerth have, for the first time, co-presented the seminar. Since the initiation of the Projects in 2002, over 1000 officers have been reached.

We would like to thank the people responsilble at "Bayerische Beamtenfachhochschulen (Fachbereich Polizei)" for their friendly support in 2008.
